Update for 2026: This article has been updated to reflect Minnesota’s current fluorescent lighting regulations, including the full implementation of the statewide fluorescent lamp sales ban as of January 1, 2026.
Minnesota’s phased ban on fluorescent lighting is now fully in effect. Passed as part of the state’s Clean Lighting legislation, this regulation is designed to reduce mercury pollution and encourage energy-efficient lighting across residential and commercial facilities.
Phased Ban: Key Dates for Businesses
- January 1, 2025: Sale, offer for sale, or distribution of screw-base and bayonet-base compact fluorescent lamps (CFLs), mercury vapor lamps, and associated ballasts was prohibited.
- January 1, 2026: Sale, offer for sale, or distribution of pin-base CFLs and linear fluorescent lamps (tube fluorescents) became prohibited.
After these dates, it is illegal to sell or distribute the affected fluorescent lamps in Minnesota, whether standalone, in kits, or already installed in fixtures. Sellers, whether inside or outside the state, must comply if the product is offered to Minnesota buyers.
What This Means for Your Business
- Existing fluorescent lamps can still be used. You are not required to remove fluorescent bulbs or fixtures you already own, but once a lamp burns out, you can’t buy a replacement of the banned type.
- If your building or facility still relies on fluorescent tubes or CFLs, plan your transition now to avoid lighting shortages or disruptions.
- This is a state-wide regulation that applies to all sellers: retail stores, online suppliers, and distributors serving Minnesota customers.
Why Minnesota Is Moving Away From Fluorescent Lighting
- Mercury content: Fluorescent lamps contain mercury, a hazardous substance that can harm people and ecosystems if released.
- Energy efficiency: LED lighting uses significantly less electricity and lasts much longer than fluorescent options, helping lower operating costs.
- Environmental benefits: LEDs are mercury-free and reduce waste and emissions over their lifetime.
Planning Your Lighting Upgrade
Most businesses benefit from upgrading to LED technology sooner rather than later. LEDs offer:
- Lower energy use and utility costs
- Longer lifespans and reduced maintenance
- Better, more consistent lighting quality
Utilities and energy programs in Minnesota often provide rebates, free consultations, and funding support to help with LED retrofits. Connecting with these resources early can reduce upfront costs and streamline your transition.
